Smart Policing in Bhutan: RBP and DHI Collaborate on AI-Driven ANPR System

On April 17, 2025, the Royal Bhutan Police (RBP) and Druk Holding and Investments Limited (DHI) formalised their collaboration by signing a contract agreement to implement an artificial intelligence-enabled Automatic Number Plate Recognition (ANPR) system in Bhutan. This partnership represents a strategic initiative aimed at enhancing public safety and advancing the country’s digital transformation. The AI-powered system is designed to assist law enforcement by automatically identifying vehicle registration plates in real time, thereby contributing to more efficient traffic enforcement and effective crime prevention.

The project’s initial phase involves installing AI-enabled ANPR cameras in Gelephu, Sarpang, and Thimphu. These cameras will be integrated into the Safe City infrastructure, enabling secure data transmission to the RBP’s central monitoring centre. The system is expected to support the identification of vehicles involved in criminal activities or traffic violations and aid in analysing traffic flow patterns, thereby enhancing urban planning and safety initiatives.

A distinctive aspect of this initiative is its emphasis on local innovation. The ANPR system has been developed indigenously and customised to meet the technical and operational requirements of the RBP, in alignment with the Royal Government of Bhutan’s policy to prioritise indigenous solutions. This local development ensures long-term sustainability, reduces dependency on imports, and provides ongoing technical support from DHI.

The agreement symbolises the beginning of a broader vision. The RBP and DHI intend to further explore and implement additional AI-driven policing tools nationwide, reinforcing their shared commitment to building a smarter and safer Bhutan.
