The third-round meeting of the Executive Committee members concerning the Yarju OAP for prisoners’ reintegration was convened on 22 January 2026 at the Yarju OAP in Hebisa, Gatshe Tsho Wom, Wangdue Phodrang. The meeting was attended by the Secretary of MOAL, the Additional Chief of Police, the Pema Secretariat, the Directors General of MOIT and MOLHR, the Deputy Chief of Police for the Special Police Department, the Dzongdag of Wangdue Phodrang, officers from the Prison Service Division, and officials representing MOAL and the Pema Secretariat.
During the meeting, the Committee endorsed the work plan submitted by the Core Working Group Committee for 2025–2026 and reviewed the overall project progress, achievements (as of 31.12.2025), challenges, and timelines. It was decided that minor issues should be resolved at the Core Committee level, with only key decisions reported to the Executive Committee, while matters requiring policy or strategic decisions—including time extension, crop/tree selection, housing, and family integration—would be escalated to the Executive Committee.
The Committee instructed comprehensive investigations into stone dormitory construction, enterprise development, value chain analysis, and log utilization. It emphasized the completion of agricultural land development, the implementation of GAP, livestock farm planning, and skill development programmes. Additionally, it approved the immediate procurement of essential machinery and reinforced health and training support. Furthermore, a joint site visit was conducted by all members of the Executive and Core Working Group Committee for their information.
