Internal Audit Unit
Assist the organisation with various management practices and procedures using the following:
- Ensure adherence to laws, rules, and regulations;
- Ensure the economy, efficiency, and effectiveness of operations.
- Evaluate the enforcement of policies and plans;
- Assess the attainment of goals and objectives.
- Conduct special audit investigations;
- Examine the safeguarding of assets and properties;
- Examine the suitability and efficacy of the management systems, including internal aspects controls;
- Inspect, conduct periodic audits, and assess and evaluate the performance and maintenance of facilities, fleet, and equipment within the police organisation;
- Monitor and evaluate the enforcement and implementation of mandates from various Departments, Divisions, Police Stations, and Units, including performance and case auditing;
- Ensure the organisation takes action on the recommendations;
- Complete all audit formalities for police personnel proceeding on retirement, resignation, or removal from the service;
- Monitoring and supervising construction work, as well as physically verifying bills related to the construction activities;
- Ensure that all audit memos sent to the relevant departments, branches, divisions, and units are responded to promptly, and any recoveries should be deposited in the Audit Recovery account with appropriate notification and
- Undertake any other duties assigned by the Chief of Police.
Professional Standard Unit
- Ensure the highest standards of integrity, conduct, discipline, professionalism, and accountability among the employees of the Royal Bhutan Police;
- Receive, record, and conduct disciplinary proceedings regarding any complaint or information alleging misconduct by police personnel, as forwarded by the divisions;
- Submit timely reports to the Chief of Police regarding the activities of professional standards discipline and all disciplinary cases;
- Develop strategies and raise awareness to enhance professional standards and prevent the misuse of authority and discipline issues;
- Offer overarching guidance and policy direction regarding conduct and discipline matters;
- Ensure compliance with the policies, rules, and regulations in place;
- Examine adherence to the uniform dress code as stipulated in the Rule.
- Monitor the discipline, attendance, and punctuality of the police personnel.
- Make inquiries into any major and sensitive service offences;
- Receive, verify, and facilitate the resolution of any grievances concerning police personnel related to administration and welfare;
- Ensure the consistency of administrative actions undertaken for disciplinary inquiries; and
- Execute any other assigned tasks.
