It shall consist of the following units:

Planning, Monitoring, and Evaluation Unit

  • Conduct feasibility studies, identify projects, and carry out developmental analysis;
  • Develop and consolidate strategic plans such as the Annual Plan, Mid-Term Plan, and Five-Year Plan for the Royal Bhutan Police in close collaboration with the Department of Macro-Fiscal and Development Finance (DMDF);
  • Prepare long-term goals, objectives, and strategies for the organisation’s development;
  • Establish objectives and execute strategies for the particular programme or project;
  • Engage with and coordinate donor assistance, including technical support from donors agencies;
  • Mobilise the resources, funds, and allocations for the implementation of the planned activities;
  • Compile and submit the annual budget proposals for the Royal Bhutan Police in consultation with the respective divisions DMDF;
  • Counsel management on budgetary policies;
  • Distribute budget information to the divisions and units within the organization.
  • Monitor and assess plans, programmes, and projects implemented by RBP to ensure timely execution and achievement of objectives targets;
  • Identify issues concerning the implementation of plans and programmes;
  • Monitor and update the progress promptly within the planning and monitoring system.
  • Conduct annual work planning and mid-term work plan review meetings;
  • Oversee the overall monitoring of the Five-Year Plan, as well as its programmes and projects;
  • Prepare and oversee the Annual Performance Agreements and Reports;
  • Organise, coordinate, prepare, and present the monthly report on the implementation of the planned activities of RBP to executives for their information and review;
  • Monitor and assess the plans and projects of various departments, branches, divisions, police stations, and units and
  • Carry out any other assigned task.

Research and Policy Support Unit

  • Conduct research on police modernisation and development;
  • Examine and investigate crimes along with other general issues that impact law enforcement.
  • Assume a leadership role in the collection, collation, and dissemination of annual crime statistics report;
  • Facilitate the provision of information and data to external agencies.
  • Publish research papers for future reference.
  • Conducting a Training Needs Analysis;
  • Review and design training policies, curriculum, modules, and manuals in consultation and coordination with the training team Institute;
  • Develop ongoing professional development and management courses and modules;
  • Organise seminars, conferences, and workshops related to crime and other police mandates;
  • Draft administrative instructions, terms of reference (ToR), frameworks, standard operating procedures (SoP), duty manuals, and guidelines for units, sections, divisions, and departments of RBP;
  • Initiate and develop new policies, rules, and regulations that align with emerging needs and priorities;
  • Review current policies, rules, and regulations, along with any amendments as necessary.
  • Work in close collaboration with the legal division; and
  • Carry out any other assigned task.
