On 27 August 2025, the Venerable Lam Neten of Sarpang Rabdey, formally inaugurated the Safe City Project in Gelephu. Simultaneously, the Safe City Project in Sarpang was also officially launched. The Royal Bhutan Police (RBP) led the initiative in February 2025, with a budget allocation of Nu. 37.12 million, in pursuit of His Majesty’s vision of Gelephu Mindfulness City (GMC) as a safe, secure, and intelligent city. The scope of the project extends from the Shechemthang check post in Sarpang to the Shershong Bridge in Gelephu, ensuring comprehensive surveillance coverage across the critical stretch.

Within the scope of the project, a total of 192 CCTV cameras and 6 AI-enabled Automatic Number Plate Recognition (ANPR) cameras have been installed in Gelephu. While 70 CCTV cameras and 2 ANPR cameras have been installed in Sarpang. Furthermore, a Command Centre has been constructed to supervise operations, and digital signage systems have been installed to disseminate real-time public information and advisories.

Looking ahead, the RBP intends to introduce portable AI-enabled speed monitoring systems and to integrate police emergency hotlines into the unified 1010 contact number in Gelephu and Sarpang for the convenience of the public. Furthermore, additional innovative security technologies will be investigated to bolster law enforcement and improve public safety. The successful implementation of AI-enabled ANPR systems in GMC will serve as a model for replication in other strategic dzongkhags. The RBP conveyed appreciation to all stakeholders and partners for their support, emphasising that the Safe City Project constitutes both a technological advancement and a collaborative endeavour aimed at safeguarding communities. This initiative represents a significant stride towards establishing a safer, innovative, and more secure Bhutan, in accordance with His Majesty’s esteemed vision.
