The Human Resource Division shall consist of the following units:

Human Resource Management Unit (HRMU)

  • Establish suitable service and staffing levels;
  • Plan, develop, and manage human resources;
  • Conduct a job analysis, write a job description, and outline job specifications and talent management;
  • Process the recruitment, placement, appointment, transfer, promotion, separation, and service benefits and emoluments of all police personnel;
  • Coordinate and oversee the Finance and Accounts departments to facilitate the service benefits and remuneration of police personnel; and
  • Carry out any other assigned task.

Human Resource Development Unit (HRDU)

  • Develop strategies to enhance human resource capacities;
  • Prepare the five-year and annual human resources development budget.
  • Explore opportunities for capacity building and organise training for police personnel;
  • Commence coaching and counselling of police personnel:
  • Facilitate ongoing education and further studies for police personnel;
  • Facilitate promotion examinations for police personnel;
  • Ensure the efficient use of the HR budget.
  • Ensure the conduct of planned and ad-hoc training both in-country and abroad; and
  • Carry out any other assigned task.

Human Resource Information System Unit (HRISU)

  • Be the guardian of all personnel records and the RBP HRIS database. This encompasses all administrative transactions carried out by the HR division, spanning from recruitment to separation;
  • Manually update the personal file in the personnel folders and electronically in the HRIS database;
  • Receive monthly HR reports, which include strength, leave, awards and rewards, adverse records, and intra-division transfers for updating in the HRIS database;
  • Take responsibility for statistical analysis of rosters, including posting, deployment, rank analysis, suspension, and dismissal; and
  • Carry out any other assigned task.

Headquarter Camp Unit (HCU)

  • Ensure proper conduct and discipline of any police personnel stationed or residing at the Royal Bhutan Police HQ Camp;
  • Ensure that all orders and instructions conveyed are carried out;
  • Attend to welfare and address the challenges faced by police personnel;
  • Monitor, manage, and regulate the entry and presence of visitors within the camp;
  • Mobilise police personnel during emergencies;
  • Ensure the internal security of the Royal Bhutan Police HQ camp and the quarter guard;
  • Maintain overall cleanliness of the HQ camp;
  • Take custody of the police personnel referred for disciplinary action and ensure that basic necessities are provided;
  • Provide the required assistance to the unwell police staff referred from other divisions;
  • Offer support during the death of police personnel and their immediate dependents;
  • Provide quarters for the police personnel at the HQ camp;
  • Compile the daily strength and deployment report for the police personnel under his supervision and submit it to the SSP, HR Division; and
  • Carry out any other assigned task.

United Nations Peacekeeping Cell (UNPK Cell) and National Service Coordinator Office (NS)

  • Assess the nomination and turnover of police personnel for all UN ToD.
  • Facilitate AMS for eligible police personnel;
  • Support and assist in the formation of the Formed Police Unit (FPU) through consistent supervision and guidance monitoring; Select and train instructors for National Service;
  • Engage with the relevant stakeholders; and
  • Carry out any other assigned task.
