• Assess and plan the country’s overall explosive requirements; formulate procurement plans;
  • Coordinate with the Department of Law and Order to secure a No Objection Certificate for obtaining an Export Licence;
  • Ensure that the imported explosives are provided to the end users in Bhutan for their intended purpose;
  • Ensure the safety and security of the explosive magazines;
  • Ensure the safety and security of explosives during stops and while in transit;
  • Arrange a meeting of the National Explosive Management Board (NEMB) to provide updates on activities and report to management;
  • Keep accurate financial records and accounts.
  • Submit the quarterly report on the status of explosives to the Department of Law and Order.
  • Provide training for EMD personnel on safety, security, and the handling of explosives;
  • Monitor and ensure that the end-users return all remaining explosives to the EMD upon completion of the project;
  • Conduct inspections of the magazines periodically and liaise with the relevant SSPs, SPs, and OCs regarding the inspections of the magazines within their respective jurisdictions;
  • Communicate with the Division SSPs/SPs/OCs concerning the safety of explosives during transportation and at stopping points;
  • Carry out the annual disposal of expired explosives; and
  • Execute any other assigned tasks.
