Cross-Border Investigative Techniques Workshop in Thimphu, Bhutan 25 August 2025
The Chief of Police graced the opening of the four-day Law Enforcement Training Workshop on Cross-Border Investigative Techniques today at Hotel Le Meridien, Thimphu. The workshop is organized by Homeland Security Investigations (HSI) of the U.S. Embassy in New Delhi.
In his opening remarks, the Chief of Police of Bhutan highlighted the growing challenges posed by transnational crimes such as human trafficking, narcotics smuggling, illicit trade in pharmaceuticals, money laundering, and cyber-enabled crime. He emphasized that Bhutan is not immune to such threats, which demand vigilance, modern investigative skills, and strong international collaboration.
Mr. Earl Mattear, Regional Attaché of HSI, underscored the agency’s commitment to supporting law enforcement partners across South Asia. He highlighted HSI’s global mission to combat transnational crime through intelligence-driven investigations and international cooperation. He stressed that workshops such as this not only strengthen investigative capacity but also build essential networks of trust and partnership, which are critical in disrupting organized criminal networks that operate across borders.
A total of 30 participants from the Royal Bhutan Police, Department of Immigration, and Department of Revenue and Customs are participating in the program, which is being facilitated by experienced trainers from HSI. The sessions will focus on modern investigative techniques, intelligence sharing, case management, and cross-border cooperation, equipping participants with practical tools to strengthen enforcement and prosecution outcomes.
The Chief of Police expressed deep appreciation to HSI and the U.S. Embassy for their continued support in building professional capacity and fostering stronger networks among law enforcement agencies.
The training program will run from 25–28 August 2025.
